They've removed the upgrade feature. It used to be at picasaweb.google.com/lh/upgrad ... if I remember correctly.
Maybe GDrive is coming?

Because picasa will have all the new stuff from google in the future (neven vision!) that i don't want to miss out on. whether it's worth $75 i dunno but whatever.
