Might Comcast's restricting of Bittorrent traffic fall under that as well?

I raised similar questions over Yahoo and others coopeating with PRC government a few years ago. Censorship did not only effect users in mainland China, but effectively effect Chinese users living in HK, Taiwan, US and other countries. I wished court cases against Yahoo's conduct of censorship.
Glad that there will be bill against such conduct.
