I conducted a 3-seconds and 2-clicks research on the subject, and my results are very conclusive. The findings show that there is an easy way to get a background on your Gmail page (the strategy of enquiry was exploratory; the sample frame consisted of a single Gmail user equipped with a pointing device).
The hypothesis A1 ("a specific web page allows Gmail users to personalize their account") is verified, and the dedicated URL is https://mail.google.com/mail/#settings/themes.

Indeed. The result of the hypothesis C3 ("You can make Page wear a background") hasn't been published yet.
So far, the best process identified is to email Page at pagegoogle.com or pagecs.stanford.edu, with the request background as attached file.
