If it was a straight adsense ad block, I can imagine Google would consider it to violate TOS...
But they are more tolerant of this type of thing for Ad Links because they in turn merely go to a page of adsense ads. Clicking on the Ad Links themselves don't cost anyone any money (or earn any money) – only clicks on that subsequent "landing page".
Good idea and I'll beginning using it myself! :-)
