IPs can be recognized even if they are not in dotted decimal format but in hexadecimal, dword or octal format, so that's probably what's happening there.

Because you live in Canada. For me it redirects to google.pl. Google always redirects people to their national domains*.
* Of course you can push "Go to Google.com" and than Google will save cookie on your computer and remember not to redirect you to your national domain. But it doesn't work with this address because cookies are saved for google domain, not google ip. |
This sort of encoding of IPs could be a valuable technique in China, where the Cisco routers block not only URLs but regular IPs.
