There is a new button (Edit Captions) right above the thumbnails of the pictures beside the "Rearrange" button.

It's been there at least a week. I used it to quickly add captions to 20 pictures.

Also of interest in relation to captions in Picasa Web Albums is that URLs that appear in them are now recognized, and turned into hyperlinks.
