No, Mike, he's just an ordinary user. You can create accounts using usernames ytremixer, community etc. even if there's already a YouTube web page that uses your name. Some examples:

Most likely, youtube.com/name redirects to youtube.com/user/name unless there's a YouTube page that uses "name", like YouTube Inbox. |
You don't think that Remixer has been superseded by YouTube Video Annotations? http://www.youtube.com/t/annotations_about
I think Annotations is a more interesting product, because it lets you make interactive "multiple-path" videos. The existing interactive videos are rather clunky, e.g. the Interactive Magician http://www.youtube.com/watch?v=ELcT5tLVtN0&feature=iv but I think there's great potential here when it's made more seamless. |

Hi,
MTV has it on now: http://remix.mtv.com/contest8.aspx and www.photobucket.com uses the tool. It's based on Adobe Premiere Express. I'd've loved to see it on YouTube though.
